This legislation is supported by TNVET, a coalition of Tennessee veterans and veteran organizations and the Legislative Veterans Caucus. It is intended to honor and strengthen the financial protections for the service and sacrifice that 100% disabled Tennessee veterans and their families gave to this country.

Tennessee is home to more than 440,000 veterans, and the total veteran economic impact in Tennessee is estimated at $32.96 billion annually. Veterans contribute significantly to our workforce, small businesses, and local communities in every legislative district.

Supporting this disabled veteran-focused legislation ensures Tennessee honors the legal commitment it made to those who have served.

I am a Tennessee (veteran/spouse/family member of a Tennessee veteran). I urge you to support Senate Joint Resolution, SJR 0614 – the Tennessee Veterans Promise resolution, sponsored by Senator Richard Briggs.

This resolution proposes a constitutional amendment to Article XI, Section 5 of the Tennessee Constitution to allow the general assembly to authorize the entity operating the state lottery to develop lottery games to be used exclusively to fund veterans’ services. These dedicated funds will increase veterans’ benefits by both complementing and supplementing existing Tennessee Department of Veterans Services benefits.

SJR 0614 would allow Tennessee voters to decide whether to authorize a voluntary, veterans-dedicated lottery funding stream, i.e., Scratch Off Game/s. This resolution:

  • DOES NOT raise taxes

  • DOES NOT reduce education lottery funding

  • DOES NOT impact the state general fund

  • DOES NOT mandate specific programs at this stage

 

  • DOES honor and support the more than 440,000 veterans whose total veteran economic impact in Tennessee is estimated at $32.96 billion annually.

  • DOES create the constitutional authority for a funding mechanism that would later be structured by the Legislature.

 

Backed by the Tennessee Veterans, TNVET, a coalition of 12 state veteran organizations with membership of over 50,000 Tennessee veterans and veteran advocates.

Other states have successfully implemented similar lottery models to support veterans, generating millions of dollars in dedicated funding without increasing taxes.

Veterans and their families live, work, and vote in this district. We contribute to its economic strength and civic life. I respectfully ask that you:

  • Support SJR 0614

  • Encourage bipartisan movement of this resolution

  • Allow the people of Tennessee the opportunity to vote on this measure
